Based on the Education Regulation (2003), Rule 192, Ministry of Education Science and Technology has promulgated the “Community Learning Center Operating and Management guideline in 2006, and amended in 2014, which describes the overall framework of CLC including its operating procedures, governing structure and scope, role and responsibilities. The guideline also made the provision of at least one CLCs in each ward of the urban/rural municipalities. Now 2151 CLCs are operating in the country.
